The program targets individuals at the level of department heads and their equivalents within the administrative apparatus of the state.
It aims to prepare executive leaders who contribute to building an effective and innovative administrative apparatus in the context of the new economy.

Graduates of the program will receive a Master’s degree in Leadership and Management from Arizona State University in the United States, which is one of the universities recommended by the Ministry of Higher Education, Research, and Innovation.

Graduates will join the Alumni Association of the Royal Academy of Management and Thunderbird School of Global Management.

The educational journey of the program lasts for 12 months of blended online learning to explore the global perspective in various fields, including leadership, management, innovation, strategies, public policies, and agile government. The program also includes residency programs, simulation workshops, individual and group mentoring sessions, as well as sessions with national and global institutions and leaders, aiming to complement the global content with a local component.

The Academy will coordinate with the qualifying participants' organizations to allow them one day off each week, in addition to time off during the residency programs and in-person courses held in Muscat and the United States.
