In alignment with its national strategies and initiatives and its vision to enhance human capital in the Sultanate of Oman according to Oman Vision 2040 and its focus on administrative and economic decentralization and provincial development, the Sultanate Academy of Management today concluded the second cohort of the “Sayeed Al-Wala” program with the participation of 32 governors. This program is part of the national initiative to develop local administration, executed by the Sultanate Academy of Management in partnership with the Ministry of Interior.

The participants in the second cohort of the program engaged in a diverse knowledge journey, including learning modules, workshops, practical applications, and field visits. The objective was to enhance their understanding of local administration and executive leadership and to boost their contributions to the local leadership system across various states.

The program included five units in its learning journey. The first unit covered "Local Administrative Laws and Governance," focusing on understanding theoretical concepts related to local administration, important local and global experiences, and the legal framework for the work of governors. It also reviewed royal decrees and laws related to the authorities of governors and included a discussion session with the Ministry of Interior.

The second module covered key topics on "modern leadership," including enhancing modern leadership skills within the framework of administrative and economic decentralization, leadership and social communication, team dynamics, and decision-making, with discussion sessions held. The third module focused on "media," developing skills for interacting with media and social media, and understanding the application process, in addition to Omani media discourse and dealing with official media. The fourth module highlighted "economics," concentrating on acquiring economic planning skills according to the comparative advantage of each province and the parameters of Oman Vision 2040. The fifth module addressed "national resilience," emphasizing expertise in national resilience knowledge, applications, and risk management.

It is worth noting that the Royal Academy of Management has launched the Governors Program with the participation of 63 governors in two phases. The program aims to enhance the capabilities of local leaders in the provinces to contribute to achieving balanced and comprehensive local development in line with the current and future directions of Oman towards administrative decentralization and provincial development. This initiative is part of the national effort to develop local administration, which includes several key components such as the Governors Program and the Regional Governors Program. It is implemented in partnership with several leading local, regional, and international institutions with expertise in local administration and the ability to understand the local context and future trends for provincial development, as well as leveraging best practices and international experiences.
